Late May cleanup

Once in a while you need a good cleanup and that's what we just did with HEAVYROTATIONS. We removed from the rotation sites that have seen no updates since early March or before.  This way HEAVYROTATIONS will stay useful to those who are actively working on their sites and trying to promote them.

HEAVYROTATIONS is now accepting new sites!  Yes, the "Submit" button is back but with one slight modification; new entries are now moderated by HEAVYROTATIONS team staff before they actually start showing.
